A Cleveland, Ohio resident, he currently operates as a consultant through Vanguard Consulting Group, LLC, where Jeff Scafaro advises major employers across California, New York, Texas, Ohio, Pennsylvania, and other states on collective bargaining, grievance management, and organizational change. He also serves as director of employee and labor relations at LifeBridge Health, Inc. in Baltimore, Maryland, leading negotiations and HR training programs for a workforce of more than 13,000. His career began on the union side, where he spent 18 years as an advocate before shifting to employer representation in 2015. He has helped clients reduce grievance backlogs, negotiate dozens of collective bargaining agreements, and build stronger, more sustainable labor-management relationships.
